A person or substitute appointed and mandated by the Council of Commissioners to examine or inquire into alleged or actual conduct that may be contrary to standards of ethics or professional conduct of commissioners set forth in By-Law No.3 and to impose appropriate penalties if the By-Law has been contravened.
